Announcing the Next Prey Lang Community Network Patrol

We in the Prey Lang Community Network and Friends of the Forest welcome the Royal Government of Cambodia’s (RGC) cancellation of concessions in Prey Lang’s core area last week. However, we remain concerned with rampant illegal logging and the continuation of other concessions that have destroyed areas of dense forest.
“We, living in Sandan district surrounding Prey Lang will do a big thank-you ceremony for the government if the government cancels CRCK, Try Pheap, An Mady Group Co Ltd and Teng Saravuth’s ELCs,” Hoeun Sopheap, PLCN, told Phnom Penh last week.
On Monday, August 13, we will go to the forest again to O Kabal Takong and Chrork Toal in Kampong Thom to look for evidence of illegal activities to help the government take action. These areas where there has been significant damage to the forest. On August 10, we notified and sought cooperation from local forest officials and three commune councils. Sandan forest officers have committed to assist the patrol in the idenfied areas. The Mean Rith and Dang Kambet Commune councils accepted the letter, although it is not clear if they will support the community action. The Sandan Commune Council refused it. We continue to call on all agencies in the Cambodian government to accept our efforts to protect the forest for the benefit of the entire country.
This is our fourth time to conduct a large patrol of this sort. Our last large patrol was in April 2012. We were able to show the media and government large areas where trees had been cut illegally. This included our resin trees, on which our livelihoods depend and which are illegal to cut under Cambodian law. Shortly after that patrol, our friend Chut Wutty, who had also supported our cause, was killed in the Cardamoms while he was investigating illegal logging there.
We recognize that the boundaries of Prey Lang have not been agreed but we remain firm in believing that the entire area of north central forest should be conserved and that the concessions already given in what were recently forested areas should be returned to forest and rehabilitated. We call on the government to cancel any logging licenses and concessions in the greater Prey Lang area, as well as to implement law against illegal logging and clearing. We remain ready to help protect the forest and rehabilitate it
We in the Prey Lang Community have also welcomed the government’s draft sub-decree to protect Prey Lang and have been conducting consultations with communities in order to encourage the government on demarcation and management in cooperation with our network and Prey Lang’s forest communities. We request the government to hasten this process so that Prey Lang is not lost to the rampant logging and clearing now threatening the forest.
In the Kuy language, Prey Lang means “our forest.” This forest belongs to us, but it also belongs to all of the Cambodian people, to the Cambodian government, and to the people of the world.
“Too many forests have gone already,” Vong Phan, a 56-year old grandmother and PLCN member from Stung Treng has said. “We cannot lose another one, especially one as important as Prey Lang.”
We call on everyone, especially the Cambodian Government, to help us protect Prey Lang.
Prey Lang is OUR forest too!

យើងខ្ញុំនៅក្នុងបណ្តាញព្រៃឡង់ និងមិត្តព្រៃឈើ សូមស្វាគមន៏ការលប់សម្បទានរបស់រដ្ឋាភិបាលនៅ ក្នុងតំបន់ស្នូលព្រៃឡង់កាលពីសប្តាហ៏មុន។ ទោះបីយ៉ាងណាក៏ដោយ យើងនៅតែព្រួយបារម្ភការកាប់បំផ្លាញព្រៃឈើខុសច្បាប់ដែលកំពុងរីករាលដាល និងការបន្តការផ្តល់សម្បទានផ្សេងទៀត ដែលបំផ្លិចបំផ្លាញនៅក្នុងតំបន់ព្រៃស្រោង។

នៅថ្ងៃច័ន្ទទី១៣ ខែសីហា យើងនឹងចូលទៅក្នុងព្រៃម្តងទៀតនៅចំណុចអូរក្បាលតាគង់ និង ចំណុចច្រកតោល ក្នុងខេត្តកំពង់ធំ ដើម្បីស្វែងរកភស្តុតាងសកម្មភាពកាប់ឈើខុសច្បាប់ ដើម្បីជួយរដ្ឋា ភិបាលក្នុងការចាត់វិធានការតាមច្បាប់។ តំបន់ទាំងនោះមានមហន្តរាយយ៉ាងសំខាន់ដល់ព្រៃឈើ។ នៅថ្ងៃទី១០ សីហានេះ យើងកត់សំគាល់ និងស្វែងរកកិច្ចសហការណ៍ពីមន្ត្រីរដ្ឋបាលព្រៃឈើមូលដ្ឋាន និងក្រុមប្រឹក្សាទាំង៣ឃុំ មន្ត្រីរដ្ឋបាលព្រៃឈើស្រុកសណ្តាន់មានឆន្ទៈចូលរួមល្បាតនៅក្នុងតំបន់ កំណត់ខាងលើ ក្រុមប្រឹក្សាឃុំមានរិទ្ធ និងដងកាំបិត បានទទួលលិខិតជូនដំណឹងល្បាតព្រៃនេះ តែទោះបីជាយ៉ាងណានៅមិនទាន់ច្បាស់នៅឡើយថាតើពួកគាត់គាំទ្រសកម្មភាពសហគមន៏ឬយ៉ាងណា
នៅឡើយនោះទេ។ ចំណែកក្រុមប្រឹក្សាឃុំសណ្តាន់បានបដិសេធន៏មិនទទួលយកលិខិតនេះ។ យើងបន្តអំពាវនាវដល់ភ្នាក់ងាររដ្ឋាភិបាលកម្ពុជា ទទួលយកនូវកិច្ចខិតខំប្រឹងប្រែងការពារព្រៃឈើសំរាប់ផលប្រយោជន៍ប្រទេសទាំងមូលទាំងអស់គ្នា។
នេះជាលើកទី៥ហើយ ដែលបានរៀបចំការល្បាតព្រៃទ្រង់ទ្រាយធំបែបនេះ ល្បាតទ្រង់ទ្រាយធំចុងក្រោយរបស់យើងគឺនៅខែមេសា ឆ្នាំ២០១២ យើងអាចបង្ហាញទៅសារព័ត៌មាន និងរដ្ឋាភិបាលថា តំបន់ដ៏ធំមហិមាដែលដើមឈើត្រូវបានកាប់បំផ្លាញដោយខុសច្បាប់ នេះដោយរួមបញ្ចូលទាំងដើមជ័រទឹក ដែលជីវភាពរស់នៅរបស់យើងពឹងផ្អែកទៅលើវា ហើយការកាប់ឈើជាទង្វើផ្ទុយពីច្បាប់របស់កម្ពុជា។ ភ្លាមៗបន្ទាប់ពីការល្បាតព្រៃ មិត្តរបស់យើង លោក ឈុត វុទ្ធី ដែលគាត់ជាអ្នកគាំទ្របុព្វហេតុការពារព្រៃឈើនេះ ត្រូវបានបាញ់សំលាប់នៅពេលដែលគាត់ស៊ើបអង្កេតការកាប់បំផ្លាញព្រៃឈើនៅជួរភ្នំក្រវាញ។
យើងទទួលស្គាល់ថា ព្រំប្រទល់ព្រឡង់មិនទាន់យល់ស្របនៅឡើយ ប៉ុន្តែយើងនៅតែមានជំនឿថា ព្រៃឈើនៅតំបន់ផ្នែកកណ្តាលខាងជើងគួរតែអភិរក្ស ដែលសម្បទានបានផ្តល់រួចទៅហើយ ហើយនៅក្នុងតំបន់ដែលកំពុងតែមានព្រៃសព្វថ្ងៃនេះ គួរតែរក្សាទុកជាព្រៃឈើ និងមានការស្តារឡើងវិញផង។ យើងអំពាវនាវដល់រដ្ឋាភិបាល លប់សិទ្ធិសម្បទានកាប់ឈើ និងសម្បទានដទៃទៀតនៅក្នុងតំបន់ព្រៃឡង់ដ៏ធំនេះ ក៏ដូចជាដើម្បីអនុវត្តច្បាប់ប្រឆាំងនឹងការកាប់ឈើ និងទន្ទ្រានព្រៃខុសច្បាប់។ យើងនៅតែត្រៀមខ្លួនដើម្បីជួយការពារ និងស្តារព្រៃឈើឡើងវិញ។
យើងនៅក្នុងសហគមន៏ព្រៃឡង់ក៏សូមស្វាគមន៏ដល់សេចក្តីព្រាងអនុក្រិត្យរបស់រដ្ឋាភិបាលដើម្បីការ ពារព្រៃឡង់ ដែលបានប្រឹក្សាយោបល់ជាមួយសហគមន៏ ក្នុងបំណងជំរុញឲ្យរដ្ឋាភិបាលកំណត់ព្រំប្រទល់ និងការគ្រប់គ្រងព្រៃឈើ ក្នុងកិច្ចសហការជាមួយបណ្តាញសហគមន៏ព្រៃឡង់។ យើងសូមស្នើដល់រដ្ឋាភិបាលពន្លឿនដំណើរការនេះ ដើម្បីកុំឲ្យព្រៃឡង់បាត់បង់ដោយសារតែការកាប់បំផ្លាញ ការទន្ទ្រាន ហើយឥឡូវនេះកំពុងមានការគំរាមកំហែងដល់ព្រៃឈើ។
ជាភាសាគួយ ព្រៃឡង់ មានន័យថា “ព្រៃរបស់យើង” ព្រៃនេះជារបស់យើងទាំងអស់គ្នា ប៉ុន្តែវាក៏ជារបស់ប្រជាពលរដ្ឋកម្ពុជាទាំងអស់ វាជារបស់រដ្ឋាភិបាលកម្ពុជា និងក៏ជារបស់ប្រជាពលរដ្ឋទូទាំងពិភពលោកផងដែរ។
